And here's Jarow's main adversaries, mountain warrior clans who fiercely raid the godless secularists on the Steppes, led by elected War Chiefs. When a child is born, male or female, their hands are placed on the hilt of a sword, so that the first thing they grasp is a weapon.
Men and Women fight side by side, until the women choose their mate and start to rear children, training them in the ways of war from an early age. All members of the clan are considered warriors, even those who till the fields and work the forges and mines.
Atir and Akan, the War-King and War-Queen respectively, rule over the Clans from Their divine throne in the Celestial Realm, judging the worth of warriors. Honor and skill is prized above all else. There had once been other Gods, but those have been subordinated to the Two and serve them as advisors in the Celestial Realm.
While the clans seem to war amongst themselves even more than with outsiders, there are profound differences. In battles between clans, weapons are secured in sheaths and arrows are blunted, the purpose of inter-Clan warfare is honor, not blood, and many matings come out of such contests as male and female warriors of the two clans involved meet in battle and find themselves attracted to each other.
Against outsiders? The blades are sharp, the arrows are deadly, and prisoners are rarely taken. And whenever some fool comes into the mountains proclaiming against the Gods, their screams can be heard for days as the clans ensure that they take a long time to die.
