Going to say that without access to international microchip manufacturer, among other things cut off, they can't simply magically reactive production of earlier options.For that, you need to ask uncle Vladimir, not me.
Real life isn't an RTS. You can't just revert to building an earlier unit because you lost a resource. It's extremely improbable the manufacturing capacity was sitting around "Just in case." It's even less likely that they can just flip a switch to turn it on with so many technological imports restricted.
You've got to find the talent, to hire the workers, to build the machines, that build the parts, that go into the product. Apply that to every element of production, whilst completely eliminating international market support, imports of any necessary machinery, and cutting off your access to the international manpower pool? Russia are going to be lucky if 5 years from now they're able to manufacture military equipment at a late cold war era level.
