I'd like to direct your attention to the MOST Institutional of the Institutional Powers in the US Federal government, known as the US Supreme Court which is basically under the sway of the single most conservative justice in American History: Clarence Thomas.
Also, people seem to forget that there's a lot of government Institutional Power outside of the Federal Government. Even now, with how much they've tried to pull power there, in everyday life and in everyday matters, US State governments have more power and influence over people's daily lives than the Feds do.
Have you recently looked at a map of US State by party control of their legislature?
30 of the 50 states are Republican controlled. 3 have divided control, and 17 are pure democrat.
Governors are a little less skewed Republican, with Republicans controlling
ONLY 28 of the Governor's mansions to the Dem's 22:
That's a LOT of Institutional Power there that the Right is working to leverage. There's a reason there's so much pushback against the Dems, much of their power is illusionary and due to control of the media that unfairly portrays them as being the "default" position of the country when in actuality the media is so skewed to the left of the average American they are barely in the nation's Overton Window despite their best efforts.
