The anti-Beijings can stay in Hong Kong then. However, based on the size of the protests, I assume that about 80-90% of the population don't want the mainland to control their city. This can easily be expanded to say Tajikistan or some countries in Africa where China has the government over a barrel. A citizen criticizes China and they are demanded to be handed over.

It's not quite as ridiculous as all that. Many countries have laws that affect you even if you're in another country.
