I know Fallout radiation is goofy . . . But I'd assume most of the mutated sea life is probably coastal, and concentrated near coastal cities just by virtue of said cities being targeted in the nuclear exchange. Once you get away from the coastline and start going into the ocean proper, I'd expect a lot of the sea life to be more or less normal.
The ocean is just too goddamn big.
Nuclear depth charges were developed for a reason I suppose.Including giant ones like Mirelurk Queens, I expect much of the ocean's sealife to be mutated and occasionally able to threaten navies

They have to, if Japan is able to function in any way the First Island chain becomes an impassable wall to the Chinese.They probably got shat on very bad in the nuclear weapon exchange.
Followed up by how much population was in the cities, how they relied on food imports, lack of resources probably means they are stuck badly when it came to rebuilding.
The NCR also allied up with China and any China that has any sort of memory will keep Japan down if they have the ability to.

The Reds might have more important things to deal with than Japan. True, but that doesn't mean their other enemies aren't a factor. If the Reds send too much support to the NCR then that might weaken them enough that the Neo-Imperials and Republicans could take advantage.The USA was one of the Western powers that humiliated them in the 19th century, spent a hundred years fighting over them in Cold War influence games, fought a ten year war where most of China was conquered and nuked the parts that weren't.
