The reasoning laid out in the thread is that Belousov, the new Defense Minister as well as three other recent appointees of non-military backgrounds, Prime Minister Mishustin, Deputy Prime Minister Chernyshenko and the Minister of Digital Development Shadaev are all part of a strategy to pursue "military innovation" to aid Russia in its struggle. These Ministers have educations in the Soviet and later Russian Academy of Sciences, with background in attempting to develop and research AI, drones, and other high tech and digital capabilities domestically and which Russia is apparently very behind on as these high tech industries still require large amounts of imports from abroad even with the sanctions ongoing.
