Tom Strong's Modular Man might make an interesting point of inspiration here.

He's technically immortal, as an uploaded personality distributed throughout the internet, so every time someone 'kills' him, it's only a matter of time until someone else digs up a backup copy on a quasilegal filesharing site and guess who's back. But if the internet was censored and as ruled and regimented by the corporatocracy as the rest of society, he could suddenly 'die' permanently.

Hmmmm, so I was thinking more about this. I think it would make sense to have stuff set off with the death of a prominent retired hero. My first thought on this is Captain America (Steve Rogers), but it might make more sense for him to have been dead for a while and it's either another big name early avenger or a Cap successor. For a Cap successor I'd say Bucky Barnes. For a big name early avenger I'd say... maybe Hawkeye or Vision?

Spider Man's murder.

He has been with just about every superhero team and everyone knows where he stands.

Some other world-building details I think would work well here:

Super-heroing has become much more standardized, with various superhero academies. At these superhero academies many people go through a modified version of Terrigenesis, wherein they are first genetically altered into an inhuman (if not already) and then go through Terrigenesis to get powers. These powers are generally mediocre, and head off the development of many of the fairly common avenues to getting more powerful powers (mutant powers, lab accident powers etc.), which has the side effect of ensuring that nobody develops a power that can really rock the boat.

The world has been advanced to near-post-scarcity levels by a network of fully-automated Stark Technology factories and hydroponic farms, along with a delivery system, enabling a level of "luxury communism," especially in the first world. However, Tony Stark died over a decade ago, and there are few people who can even properly maintain lower-grade Stark Tech, so this network is gradually falling into disrepair. Working Stark Tech is enough to make someone a "super" all on their own, and many tech type superheroes and supervillains are either people Tony gave access to Stark Tech or people who were able to understand low or mid-level Stark Tech enough to repurpose it. High-End Stark Tech (along the lines of the Bleeding Edge Armor) are nigh-mythical.

So, what happened to Stark himself? Dead? Retired and hidden in a bunker, interacting with the world via teleoperated suits like in Earth X? Supposedly still active as iron man, but actually, someone else wearing the suits?

Well, Riri aka Ironheart aka Black Iron Woman has taken his place. I don't think Tony Stark is the kind of person to let someone else use his name, so he's probably dead. Especially with how the regime is unable to keep his higher tech running.

Is Riri's identity publically known, or is the regime pretending she's actually Stark under the armor?

So, I'm not sure how @BlackDragon98 would want to do it, this is just how I'd do it, and IMO anyone who's actually writing along these lines should feel free to take any elements they like from this thread, and not anything they don't.

For my part, I'd have Iron Man be dead. A running theme I'd build into this would be that critical parts of the world order were built by men who made certain fundamental mistakes or misjudgments that led in some ways to the current state, but who's stature the regime can't match, and can be at best a caretaker for. And they're increasingly bad at even that. Like with Steve, Iron Man being dead fits with this best, IMO, although this might not be appealing to everyone.

Alternatively, it could be ambigious, with Iron Man having gone on a sabbatical into space years ago, and his return being unclear.

My take on it would be to have Riri be Ironheart, rather than pretend to be Iron Man, however she would be billed as Iron Man's successor by the regime, which is desperate to cover up the fact that they don't actually have the people to keep the Stark Tech factories running. She isn't actually up to the task though- her claim to fame is reverse-engineering an outdated Iron Man suit and repurposing it for her own use, which is legitimately impressive, but she's isn't nearly on same level as Stark was.

What would probably drive the wokesters insane is that, due to the naked imperialism of this "World Council", Wakanda might have been put on the same page as Latveria. Can only imagine how a diplomatic meeting between T'Challa and D O O M would go down.

Much as it is IRL, the coalition against them would be a somewhat motley band of people from across the political spectrum (some of them deeply unsavoury) that either full blown disagree with the World Council, or just want to be left alone.

I dig this idea.
Black Panther and Doom opposing the "World Council".
And Namor sitting in his massive oceanic bathtub watching the show and not participating. Until the darkest moment, when he finally decides he's had enough and help the real heroes liberate the world.

I think a big question is "what's Magneto up to?" In my view, a man who grew up under Hitler's Reich would recognise a totalitarian regime when he sees it and want no part in it. He's either gone to ground or has taken diplomatic immunity in Latveria: both scenarios involve him coordinating his mutant loyalists in guerrilla warfare. Indeed, a comical side effect of this could be him working with non-mutants and realising that maybe they aren't so bad.

Magneto would smell a totalitarian regime from decades away.

He's in Latveria with the rest of the rebels.
Him and Red Skull are barely on speaking terms, though they never remain in the same room longer than necessary.
After working with none mutants for so long, I'd say his attitude towards humans who don't hate mutants to be much softer than OTL.

Considering his general attitude and actions during Krakoa, I wouldn't be too surprised if he instead embraced the regime and tried to suppres dissidents as hard as possible. This is the guy who coined the term "homo superior" and carried out a terror-campaign, after all.

Magneto is a totalitarian himself and is the type of person who thinks he is justified in using concentration camps because he lived through one.

I see him sitting at the table as a super powered version of black lives matter.
Yeah, the moment he was able to, he got to work on the MSM to try and marginalize the people who don't like mutants.
His dreamworld is one where homo sapiens is either zoo exhibits or extinct alltogether. That guy is a monster, no matter how much Marvel tries to pretend otherwise.

The problem with Magneto in the world government structure is that his goals are not the same as their goals, and he has both the charisma and personal power to genuinely shake the boat if a lot of the heavy hitters are either rebels or gone. IMO a better use for Magneto is renegade third party, and sign that the NWO is starting to come off the rails. At one point he was working with the World Council in good...ish faith because they had the ability to keep him in check.

With Captain Marvel being the last (or one of the last) of the old top tier heroes though, and the face of heroism in this new world being a crop of institutional mediocre heroes? Magneto needs to fear reprisal less and less each year, and is coming ever closer to throwing off even a charade of cooperation in favor of making a play for dominance himself. Most importantly he's not tied to the Latverian based rebels at all because they know the sort of shit Magneto gets up to.

Why not both. He was originally given charge of the state sponsored superhero manufacturing process.

However a few seasons in he gets sacked for having too many of his own opinions... officially it is because of too many casualties.
