A Cat Of A Different Coat, Part 2

"Since you folks currently have search warrants raining down on you like manna from heaven," said Michelle Carter cheerfully over Agent Riley's private comm line (which he had most certainly not given her), "I believe the best thing I can contribute at the moment is perspective. Specifically -- you're quite aware that you don't actually have the shooters."

"Excuse me?"

There was a playful smugness to Ms. Carter's matter-of-fact tone. "Don't worry, your investigation isn't actually leaking. It's simply obvious that those drunk sad sacks you have in custody are not even remotely capable of actually hitting a small private plane with a manually aimed, open sighted anti-aircraft mount. Doing so reliably enough to plan an assassination attempt around it requires an extremely specialized skill set, and we are both well aware that contrary to popular fiction, there is not even remotely enough of a market to sustain independent contractors with tactical skills like that.

Thus, you are looking for someone ex-military who was trained on that specific mounting *and* also on that particular weapon, most likely with a covert operations background via either special operations or intelligence. A straightforward but unfortunately broad set of correlations -- I may be able to help you narrow it down."

Carter was definitely implying that she did indeed have her father's underworld records, and if those were anything close to what was rumored, cross-referencing those might indeed shed considerable light. . .

Turn 22 - Parliamentary Procedure II and A Stainless Steel Rat

Your husband and daughter were still in their comas, although now they were medically induced rather than ‘natural’. Your daughter was facing a daunting set of surgeries still, and for both of them the severity of the burns meant that them being ‘awake’ would be hell.

You didn’t like it. But you understood.

The reaction to the expansion of trauma care had been everything you’d hoped for and more. Parliament put in almost half of the cost for the project from their own budget and many regions were matching the funds to further increase the effect of the improvements.

There were still daily gatherings in the area around the Palace, solemn ones rather than the more festive ones you truly preferred. And anger still crackled through the crowds. The assassination attempt had truly unified the planet, in shared outrage and fury.

A few days later, Janet came into your office with a slender young woman accompanying her. The unfamiliar person had her hands stuffed casually into her pockets and looked about almost as if she were assessing how much everything in the office was worth and whether or not she could get away with stealing it.

“Your Majesty.” Janet said, and you could hear the effort it took her to keep her voice level. “Please meet my single biggest headache.”

The young woman laughed cheerfully. “Jane DiGriz, at yer majestynesses service.” she said extravagantly. “And Janet here is just peeved because I’m better than her best.” she buffed her nails on her jacket.

Sekhmet snorted from behind you, turning her head to regard the young woman then rising up and padding over to her. To her credit, Jane didn’t even flinch, merely smirked. “You lick me, ya big hairball, you are paying for the drycleanin… urrrkkkkk” as Sekhmet proceeded to bestow a full body Lick of Approval upon the now sputtering woman.

Janet actually relaxed at that point, looking slightly amused. “She’s a pain in my ass in regards to financial crimes, theft, con games, and smuggling, but she only targets the big companies for her schemes and has never to anybody's knowledge actually hurt anybody physically, let alone killed anybody.”

Jane just scoffed. “Ya kill somebody, ya just make people mad. Ya rob the right folks, ya make people’s day. I fleece them that need fleecing.” she smirks then. “Ya know, the banks, ya steal from them, oh woe, oh misery, then insurance pays for it, the banks rates go up a tiny bit comparatively, the journalists have something to write about, the talking heads get to talk, the cops get to leave the donut shops to run around looking impressive, Janet gets to chew on her fingernails…”

“I do NOT chew on my fingernails!” Janet interrupts, glaring at Jane, then turns her attention back to you. “Her… unique philosophy aside. She showed up in my office this morning, drinking my coffee and with her feet up on my desk.” she glares at the younger woman again.

“Because I figured out how Mr. X is funding his schemes, and I think I know how to catch him.” Jane says off-handedly. Somehow she’d managed to filch your private stash of chocolates without you noticing and is in the process of enjoying one.

You narrow your eyes, leaning forward, and Jane seems to catch that the time for frivolous talk is over.

“It’s an old trick, but very hard to catch. With computerized financial systems like ours everything is handled by software. Ones, zeroes. Physical money hardly ever changes hands above street level, when you are buying a new tank, you don’t give the factory a suitcase of money, you make a funds transfer.” Jane starts off with a smirk.

“Same with things like loans, and critically, interest rates. Let’s say you have some oddball amount of money in an account, like maybe $1,553.50. OK? Now, the bank is going to pay ya .25% interest on that money.” she grins a bit. “I’ll spare ya having to do the math, you’ll see $3.88 deposited in your account as interest. Only, that’s not the real amount. You actually earned $3.88375, but the bank lops off that .00375 and whistles innocently. That’s less than a penny, but add that up over, say, a million accounts… that’s $3,750…”

She pauses to make sure you understand, you nod.

“I know the obvious next question, even that’s not too much. But we’ve got a modern financial system with a central bank that handles all the big financial transfers. There are trillions of transactions a day, many of which round off the digits after the hundredths. Let’s say you divert all of those leftovers to a single account…” she trails off, lifting an eyebrow.

“So you are saying that that’s how our Mr X is funding his operation?” you hear yourself asking.

“Nope, that’s how I fund mine, but there’s actually no laws against that.” she grins and you can hear Janet’s teeth grinding together. “But where I’m willing to bet he is trolling money that way from is the military and intelligence budgets. It’s a classic black ops funding trick. And I took a little peek in the servers.”

You are worried that Janet’s teeth are going to break…

“There’s a nice purty little worm sitting there a gobbling up all the fractions and shooting them to a numbered account in a discrete little banking house that caters to those who’d really rather not be identified.” Jane says insouciantly. “Now, having spotted this little gem, I decided… Jane, you may be nothing but a stainless steel rat, but you got standards you do. So I decided to pay Cousin Janet here a visit.”

“I am not your cousin!” Janet explodes.

“Details.” counters Jane, idly waving one hand dismissively. “Oh, and I looted the account, here.” she tosses a credit chip across the desk to you. “Happy Birthday, Merry Christmas, Happy Weasel Stomping Day.” she grins. “Now, if you don’t mind, I’ll show myself out… move, you big hairball!”

Sekhmet was blocking the door, and giving you a significant look.

What do you do?
[] Write-In - I’ll be taking the general gist of what is proposed to write the next bit.

QM Note - I'll be starting the actual advisors post regardless, so there's no minimum this time. I would just really like to see people's ideas for how to proceed. I do not own The Stainless Steel Rat, that belongs to Harry Harrison.

[X] "Miss DiGriz, in providing this information, you have become vital to a matter of State Security. Until the investigation is concluded, We cannot let you go. In exchange for this service, We will write you a blanket pardon for any misdemeanors or felony crimes you may have committed, so long as you properly inform me or Minister Chambers of your actions. In addition to the pardon, We would offer you a significant retainers fee. The Crown sees a use for your skills and would like to have the option to hire them in the future."

Well written but Jane doesn't seem like someone who'd like or care for this sort of formality.

Better to just say thanks, give her a pardon then bluntly ask if she'd like a job rather than slipping into the fancy speech.

Turn 22 - Advisors and Rats Oh My

“Take a seat, Ms DiGriz.” you say calmly, firmly setting the credit chip down on the blotter of your desk. “We still have a few things to discuss.”

“Oh, I’m doing this free of charge, gratis!” Jane says airily as she takes a seat at the desk, not seeming at all concerned. “And rescuing the poor abandoned fractional pennies from digital oblivion and giving them a good home in my bank account is not, in fact, illegal.”

“Perhaps not, but you may be surprised that I do read the papers, Ms DiGriz. I’ve seen your name a few times in the past attached to such little things as bank fraud, insurance fraud…” you smirk. “And tagging police stations with ‘you missed me, cuz!’”

Janet growls “We are not related in any way!”

“But we have the same first name!” Jane cheerfully ripostes. “And I’ve never been proven to have done any of that!”

“Mostly because we can never find you to arrest you to put you on trial!” Janet fires back.

You clear your throat pointedly. “Ladies.” you say with a deceptively mild tone.

You glance over both of their shoulders towards where Sekhmet is sprawled out, then look Jane in the eye.

“I don’t care about your history.” you say flatly. “For bringing me this information you have my thanks.” you pause, wait for the younger woman to open her mouth, probably with another smartass comment. “You’re hired. Janet, get with General Potter and Harry to run down these leads.” you nod at her, causing your friend to purse her lips and rise to her feet.

“Just don’t put her in Justice!” she comments on her way out, earning a chuffing laugh from Sekhmet.

When Jane moves to stand up as well.

“Still not done with you.” you say, frowning at her. “As I said, you’re hired. I will not have somebody as capable and skilled as you are running around without adult supervision.”

“I’m..”

You interrupt her indignant protest. “Sekhmet, the Eldest was mentioning that this was the sort of hunt he was familiar with. Introduce Ms DiGriz to the Eldest.” you smirk then. “And…” you scoop up the credit chip and toss it to the young woman. “Consider this your signing bonus. Janet will have the paperwork for your pardon by the time Sekhmet gets you to the Eldest.”

Jane is pouting. It’s almost cute. Sekhmet then chuffs and Jane squawks as she is hauled off the chair by the scruff of her blouse and carried out of the room protesting that she hadn’t signed up for this.

You shake your head, a little distraction from the hell you were going through was welcome. The fact that it came accompanied by what you were certain would be an absolutely critical lead in the hunt for the assassin? Gravy.

You could use agents of the throne. Your grandfather had used a few people as direct personal agents, bypassing the bureaucracy in order to get things done. And you figured you had your first recruit.

She’d gotten one of the more impressive Licks of Approval you’d seen in a while, after all. Sekhmet was a wonderful judge of character.

Janet returns to your office, big steaming coffee mugs in hand. She looks a bit disgruntled. “That… that…” she shakes her head.

“Your cousin?” you tease.

“I AM NOT RELATED TO THAT WOMAN!”

Note to self, another thing to thank Jane for, teasing material for your best friend.

“I’m reestablishing the old Throne Agents my grandfather used.” you get serious, after taking an appreciative sip of the black blood of life. “Might keep her out of mischief if there’s something that engages her skills on the right side of the law.”

Janet grumbles at that. “Thought you’d never resurrect that particular institution of your grandfathers, but it’s probably a good idea. Would at least reduce the heartburn medication budget.”

You grin, taking a sip. “Well, she’ll be drawing at least some of her budget from your office.”

“NO FUCKING WAY!” Janet erupts, and you can no longer hold in the laughter. It’s frail, but this has managed to get your mind off of your daughter and husband, for a little while at least.

Dr Palmer does send you a memo, if you focused all of the research labs on the genome project program this year you’d be able to practically guarantee completion.

[] Yes
[] No

Most of your advisors send you their proposals via memos this year, respecting your desire to be with your family while you wait for your youngest and your husband to come out of their comas.

But you still have to do the work.

General (if you got promoted, so did she, damnit!) Swanson is requesting a full battalion (9 units) of the Wolfhound hovertank to provide either a solid punch for the RRF by giving them a relatively heavily armored hovertank to back up the lighter units they currently rely on, or assigned to 1st Armored to give them a fast battalion for 1st Regiment. In addition she is requesting that a RFP be sent out for a traditional ‘assault’ tank to anchor 1st Armored.

General Reyes is requesting that the Gyrfalcon plant be switched over to Eagle production as well as be expanded to permit 2 units of Eagles per turn. She also requests a second flight of Goshawks for the orbital forces.

Captain (the slippery sailor evaded promotion to General by having the temerity to use logic in pointing out that she’s navy, and thus would have to be promoted to Admiral, but that Parliament had yet to officially create such a rank. Sophistry) Stinnet requests funding for a second flight of four Persistence-class ships in order to permit 1st Flotilla to explore and chart the waters around 5 Fingers to make the major petrochemical find there ready for commercial use.

General Potter endorses his subordinates recommendations, and adds in a recommendation to purchase a pair of lances of Ambush mechs and a lance of Pathfinder mechs for 1st Armored’s mech regiment as well as hardening more of the factories against attack.

Bridget’s memo to you is incredibly succinct, in contrast to her normal rapid fire babble of delivery.
  • Complete Current Projects
  • Build Orbital Factory for Endosteel
  • Build second Space Station at L5 point.
Well, it’s much easier to read at least than it is to write notes fast enough to keep up with the Bridget-babble.

You kind of miss it, actually.

The memo from Isoroku recommends selecting the neo-Olympics as this year's Cultural event, on the grounds that it would probably do everybody good to have something that large numbers of their fellow citizens can actually participate in.

Jake Awesome Polish Name (seriously, his email address is jakeawesomepolishname@griffinsroost.gov, you have no idea how he managed to talk the IT people, who from personal experience have no sense of humor whatsoever, into doing that) sends you a note with an analysis of the press office and ways to reorganize it to be less reactive and more proactive.

Intelligence is still busily extracting intel from the DEST operatives, and Justice is completely focused on catching the attempted assassins.

"You hadn't signed up for having a royal imprimatur to give Janet headaches?"

"HEY!"

"Oooh, when you put it that way... best boss ever!"

[X] No

(As much as we *personally* want that, there are too many important things doing on to blow *all* of our research on a single project.)

Ooooh, more neat things to totally not personally test drive. Although the usual jokes are bittersweet at best. Annihilating targets on the test range, on the other hand, is quite a bit cathartic.
