    The year is 1833 and after a long, bloody struggle and with the intervention of the Great powers, Greece is free at least.
    And as the Greek people rejoice in their newfound liberty after being oppressed for centuries by the Ottoman, the Great powers debate the future of the country, choosing a King for to lead and protect this new nation (and their interests).

    You are that King.

    In those difficult first steps into nationhood, you will have to navigate Greece trough the troubled Balkans, dealing with the increasingly restless Europeans population, tension between muslim, christian and jews as well as the meddling of the Great powers, moving their pawns around to advance their interests.

    First off, what kind of future do you envision for your country?

    [] An Absolute Monarchy! You shall rule as an enlightened despot!

    Advantages: More Freedom of choice; Stats of the rulers highly affect the state of the country and the option of the players meaning a high stats King will be highly beneficial to the country.

    Disadvantages: Somewhat higher risk of revolts if you mess up, the Stats of the rulers highly affect the state of the country and the option of the players, meaning a low stats King may quickly send the country in a death spiral, more likely to have hidden trouble creeping up on you.

    [] A Semi-Consitutional Monarchy! you shall rule hand in hand with the most nobles of the lands!

    Advantages: High support amongst the upper class, take away less actions than a constitutional monarchy, mitigate the negative effects of the rulers stats while not hindering the positive ones.

    Disadvantages: Risk of Tyranny by the Lords, may or may not schemes to puppet you, still suck away some of your actions, Higher risk of revolts.

    [] A constitutional Monarchy! The people and King shall rule as one!

    Advantages: People less likely to revolt you mess up, better grasp of the problems facing the people, the parliament can make up for your low stats to some extent.

    Disadvantages: Parliament will suck some of your actions every turn, it may obstruct you on some policy, and it may, or may not try to slowly erode your powers.

    [] You are related to the habsburg lothringen, Ruling House of the Austria-Hungarian Empire, and the most inbreed house in Europe.

    Advantages: Your relative have a huge empire, and are willing to throw their weights around for family, they will also help you if you ask, maybe.

    Disadvantages: will definitely interfere with your foreign and domestic policiesYou are already inbreed, and it is going to get worse, very interested in the Balkans, diplomatic malus with others Balkans people .

    QM note: So, I got around to finally writting an update for this as I slowly work out the system, enjoy(hopefully)


    You are Nikephoros Kallergis, heir of the ancient Kallergis family, supposedly related to the Byzantine Imperial line of Phokas and mighty noble house of the great isle of Crete, and now King to the newly independent Kingdom of Greece.

    And you are tired.



    You were not to be the original leader of your people, but countless deaths and time have made you so.



    After nearly a decade of war, of suffering shared with your people, of massacres and bloodbath erstwhile unknown to you, of hope and despair, the tide seemed to have finally turned against you, Greek valor faltering against the crushing weight of Imperial might as your initial victories against the Ottomans turned into a desperate defense facing an ever victorious Egyptians Army, the independence of your people seeming to drift ever farther away.



    So you were ashamed to admit the relief you felt when the Great powers Troika called for a conference in regard to the Greek Question.



    When you went to London, you had no delusion about how things would go; You were effectively beaten, any and all decision in regard to your country’s future would be in the hands of the people sitting at the conference negotiating on behalf of their own nations interests…



    Still, you would call your self-control during the event nothing short of legendary, a result, perhaps a result of your good breeding.



    It was very clear from the beginning that you were an unpleasant addition to the conference for many, an obstacle to their objectives, as a matter of fact, had it not been for your somewhat renowned and ancient lineage, you suspect any others Greek leading the nation would have been purely and simply not invited to participate, or even been acknowledged as a leader of the Greek people.



    As it is it barely allowed you to make the cut into the conference, you still had to fight all comer for the throne of Greece, with every nation putting forward a contender for its throne.



    Eventually it is the natural wariness great power have toward each other that allowed you to cling to leadership; more so than your skill, you were considered a bit more “neutral” despite your apparent lack of dedication toward any of their interests, most likely, they thought they could work around you.



    Of course, your “independence” came with strings attached, first of all, Britain, France and Russia decided to “help” you build a true military by hiring, on your behalf, 3000 mercenaries, drawing men from their three nations, to be stationed in your new capital. Of course, the reason those mercenaries were hired tie in with the second string.



    Secondly, the British insisted you repay the loans the now defunct Hellenic republic took in 1824 and 1825 in order to finance the war, all interest included, never mind that they sold 100 Pound bond for 60 Pound. When you pointed you utter incapability to pay, they just smiled jovially and explained that they understood the situation Greece found itself in and would give you another substantial loan in order to improve Greek economy, before placing before you the most Odious loan you ever had the displeasure of seeing.



    The Loan was as such:



    Loan Guaranteed by the Troika of Russia, Great Britain, and France, 60 000 000 Gold Franc, or 44 500 000 Gold drachma.



    Commission and fees paid to the French Rothschild bank: 5 Million.



    Interest in advance on the loan for the period of 1833 to 1835: 7,6 million



    Compensation to the Ottoman Empire for the territorial loss of Greece: 12,5 million



    Debt repayments for the negotiations and guarantee on the loan to France, Great Britain and Russia; 2 million



    Recruitment and traveling expenses for the mercenaries: 3,3 million



    Purchase of military equipment: 1 million



    Total: 31 400 000



    Leaving you with a total of 13 100 000 Gold drachma.



    Feeling the greatest humiliation of your life, and under the encouraging gaze of the other delegates, you signed the document that would shackle your country for the foreseeable future.



    The third and last condition was that your newly created country must have some measure of constitutionalism, to your surprise, even the Russia agreed to this, no doubt, they were planning to influence your country through parliament, rather than the king, you could only fear what effect battle of influence between great power would have on your country.



    The bone deep weariness you felt as you left made you briefly consider ending yourself, before duty and devotion put your mind back on track.



    Yes, you had suffered great injustice, and your country future was more than uncertain.

    Yes, you lost your ancestral home in Crete, pillaged and razed to the ground by angry Turks, your family paying the price for your treason.

    Yes, the countryside was being ravaged by unparalleled lawlessness.

    Yes, your country was now in a hole so deep, it may never see the light of day once again.



    But, as you reached Greece yet again, and looked at the face gathering around to look at you passing, cheering you and themselves in their newfound Freedom, unknowing of the suffering ahead, you could not help but promise to yourself to do your absolute best.

    [] Arms deal(Upkeep dependent on Military size):Your armed forces has for long been made out of militia with barely any training and equipped with whatever could be found by them or the state, this situation deteriorated when the Egyptian armed shattered most of your coherent army formation, occupying most of the State of Greece territory and remaining Greek force were forced into guerrilla warfare; as it is now, Greece lack the mean to produce military equipment for itself, so any founding of a proper Greek army must first pass by an arms deal to supply it.

    [] Build Barrack for the mercenaries (Cost 100 000): You have been forcibly saddled with a bunch of foreign mercenaries and they are to live with you in a capital, you cannot, unfortunately, get rid of them, even more unfortunate, whatever Capital you choose will have to house 3000 foreign soldiers, a difficult task considering you do not have a city of more than 10 000 inhabitants.



    [] Expand military academy (Cost 200 000, upkeep 40 000): Officer are the core of a modern army, during the decade long war of independence, the first Hellenic Military school was founded; the Evelpidon, in order to answer the need for good officers for the Greek army, expanding it could increase the numbers of officers formed each year, an important thing for any army expansion.



    [] Fund Naval Academy (Cost 300 000, upkeep 70 000): Despite the good showing of the navy during the war, most of its officer were formed in the Evelpidon; a school created to form land officers, a less than optimal situation.



    [] Build Ships:Greek have a history of mercantile shipping, even under the Ottoman it held true, your country may be backward in most place, but what skilled labor you have are mostly expert shipbuilder in the Aegan Islands, you have a very competitive industry, at least as far as sail ship goes.

    [] The Lost Greeks (Cost 500 000): During the war, countless atrocities were perpetrated against, such as the massacre of Chios, were countless were killed and thousands enslaved by the Ottomans, currently, tens of thousands of those people still circulate in the Empire as slave, you shall get them back, by lobbying the great powers, greasing wheel, or direct diplomatic entreaties, no matter the methods you need to employ ,no Greeks shall be slave ever again.



    [] Expulse the Turks and the Muslims:The war of independence has seen a great number of ethnic and religious, both against the Greeks and Orthodox in the Ottomans part of the empire, and against the Turk and Muslim in Greek territory, by now, most of those are dead of have left your territory, but there is still tension and your people are clamoring to expulse the remnant and seize their land and wealth.

    Stewardship:Your economy is nearly 90% carried by your agricultural sector that still use tool and farming method dating back to hundreds, if not thousands of years, your only modern industry being shipbuilding, to top it off you currently do not even have the capacity to perceive taxes.





    [] Restore the function of the State (Cost 700 000 Upkeep 20% revenues): Your administration is in a sorry state, partially gutted during the first day of the war when your people threw off Ottomans rule, it was slowly rebuilt over the course of the war only to be destroyed once again by the Egyptians, as it is now, you have functionally no control over anything beyond the city boundary, no taxes collections, and an extremely anemic state apparatus, before you can try any serious reforms, you must remedy to those problem.

    [] Rebuild roads systems (Cost 600 000 Upkeep 80 000):Greece proper, even under the already underdeveloped Ottomans Empire, was considered something of a rural backwater, it had small city that might not even qualify for the name of town, upward to 95% rural population, and a road system to reflect that, with dirt road not being uncommon, the war and all its woes has only added to the problem, rebuilding the link between communities can only bring prosperity and unity.

    [] Seek help from Greek center of learning (Cost 40 000):In the years preceding the war for independence, there was a resurgence in Hellenic sentiment amongst Greek people, from the highest Phanariotes to the lowest farmer, as such, many great center of learning were created by your people in place where they gathered and traded in great numbers, this eventually give rise to the nationalist sentiment that sparked the war for the creation of a Greek state. Unfortunately, none of those centers are within your borders, but you may yet seek their helps in order to build your nation and education system, their help would be particularly helpful in building university.

    [] Hellenic Gendarmerie(Cost 800 000 Upkeep 5% of revenues): Like many a thing, law enforcement must be built from the ground up, it is especially important as Banditry run rampant in the countryside, beyond the confine of your power, with Kidnapping, ransom, armed assault and all kind of unsavory thing being done. Surprisingly, it is your foreign mercenaries, in particular the French, who came forward to propose a plan to create a gendarmerie similar to the French one to deal with those troubles.
