And AFAIK, the Libya intervention was more for humanitarian reasons than for oil. NATO also previously intervened in Kosovo in 1999 for similar reasons, and there was no oil there.
Reading your article it looks like the additional amounts Algeria is offering are miniscule.

Also the Kosovo situation was more about keeping Russia from intervening IIRC (probably don't RC though).

AFAIK, Russia wasn't planning to intervene in Kosovo in 1998-1999. The West claimed to be acting there in order to stop the ethnic cleansing of the Kosovar Albanian population.

Claims tend to be just that. Usually there is an ulterior motive at play. Could simply have just been about regional stability.

Russia has been very measured in its use of heavy weapons, unlike Ukraine.
