One of the key policies of Devlin Stone (Lear being more likely) set up was population relocation. Basically, people who wanted to move away from their worlds, were assisted in this by the state. The goal was to break up the existing House loyalties and local ethnic/cultural affiliations. However, once the state ran out of people willing to move, they started with forced relocations, which ran into increasing resistance, with Stone eventually ending the program.
At the start of Dark Age the program is shown as complete failure, with people who moved to other worlds more often than not being seen as outsiders and their descendants more identifying with the world/culture their parents came from than their birth world and RotS. Thus if Stone and Lear continued with the forced relocations, despite increasing resistance, could this mean earlier end of RotS or just more volatile DA events?
