I'm sorry, but you just used 'competent' to describe communists.

While the nature of any large group of people means that you do get some competent members of basically every group, communism specifically self-selects for delusional apparatchiks rather than people any good at what they're doing.

China starting a war with India, either deliberately or through incompetence, is entirely possible. I wouldn't currently rate it as likely, but as their economic bubble continues to implode, they'll get more and more desperate and stupid.

Found an interesting article regarding Aksai Chin which is just due East of Kashmir and one of several disputed areas between China and India (during the 1962 Sino-Indian War China seized much of Aksai Chin from India).
