Prepare for shortages in some goods. It takes 40 days for container ships to leave Asian ports and hit ports on the East Coast of the US. And the only ships still out there are ships that left in December. Shit is gonna get tight in some areas. So stock up on stuff now.

Very true, but consider it's a PLA naval university institute. My question is did the Chinese government know about this first, or did the PLA? Granted there's plenty of corruption that runs between both factions, so it may not matter. However, if the PLA did know about this outbreak first that becomes a bit more suspicious IMO.

A third option:
Local government official has seen this. He got to a conclusion that this bloody small businessman not only makes him look bad with the publicly visible implication that the people in quarantine aren't being supplied by the government (and if they indeed aren't, well, it is an emergency in a communist country, acceptable casualties comrade) , but he could also get himself infected this way, getting higher ups on said official's ass with potentially severe consequences.
In light of that, he has told the cops to stop this ASAP or they are fired tomorrow.
