What about other races or hidden civilisations on Earth and aliens and magical entities and so on? What do they do? The place is still a Fantasy Kitchen Sink, but no more ordinary humans, just civilians with superpowers of varying degrees of actually useful
Alien Invasions switch to attempts to make deals with local human governments? Even attempts to essentially hire them off as mercenaries?
I imagine the 'heroes' as a super powered SWAT force. To deal with criminals and situations the regular police can't handle. You don't worry about the guy who can pull out his eyes, but the guy who can shoot lasers from his eyes. This force would most likely have their IDs concealed to protect their families, since they are sponsored by the government, the government would own any merchandise and use that to offset outfitting costs or repairs costs for collateral damage.
Even if designs get out, just have agressive patent protections. Anyways if you scale up and release iterations, then your competitors will struggle. It is like the iPhone. Being first to market is a huge advantage, then you upgrade every year going forward. The main thing is to not just the end tech out there all at once.
People who just want to wreck things, 'just because' are either terrorists, criminals, insane, or all three. That is where you would have government sponsored 'heroes' swoop in and either kill or capture these people. There is just no other way to handle a super powered society that isn't rule of the strongest. The monopoly of force/violence is what keeps a government in power.
Hidden civilizations are....impractical for the most part. Concealing something like that would lead to issues with orbiting satellites mapping out the terrain. Maybe an island with a cloak, but even then it is questionable. The hidden civilizations would become key points for USA and USSR to compete for to bring over to their side. Unless the hidden civilization has a power level greater than the superpowers, they would get forced to pick a side and be fought over.
Magic, it depends on the magic rules. The first thing the government would do would be to research the heck out of it. If it can be reproduced and have quantifiable inputs and outputs, then it would just become another branch of science like magi-tech. Magical creatures that have human intelligence but are not human would most likely be put on preserves and disected for the most part during the Cold War time period. Trained magicals would be offered money to go work for the government, just a more spread out version of the hidden civilization issue.
Alien civilizations, it comes down to tech level and how much they want to interfere. Once you have control of the orbitals of a planet, that planet is your bitch. You can just drop asteroids on the nations you don't like and they can't block those types of attacks. I suspect that humans would unite in the face of an alien presence. The USA and USSR would probably say, 'fuck those aliens', because any situation where aliens get the upper hand means humans are losing out. You have to remember that the USA and USSR did talk and come to agreements even during the Cold War. Despite having competing interests, I could easily see a joint space militarization program if aliens came on scene, which could eventually lead to the formation of a world government.
