Congratulations, you've been elected Mayor of Sin City on a strong Justice and Order platform by a wide swath of the populace fed up with perpetual crime and corruption. Sadly the citizenry is still passive beyond voting you into office, the police and law enforcement are corrupt, higher government authorities are uninterested in helping you and the entire City is still caught in the grip of powerful organized crime interests and none are looking favorable upon the new Mayor.
However it's not all doom and gloom. You get three choices of people to aid you. Some are just vigilantes, others could assist police or law enforcement and many have various differing skills including criminology, leadership and psychology etc.
And you are only getting the heroes and limited resources they can transplant here, not their entire supporting apparatus they might've had in other cities. You also still have public opinion (as much as that goes) and political and social concerns to deal with and any fallout from that. Though considering how violent Sin City was in the leadup, seeing blood in the streets isn't exactly going to be a notable thing. As the Mayor you have other municipal powers as well, hiring and firing people as needed, including if you want a new Police Chief and reform the Police Department.
The City (Basin City). It has become a watering hole for the criminal element in the deep West, partially due to the growth of Old Town, decades later it evolved into a gritty metropolis of scum and villainy, complete with corrupt police force and multiple types of organized crime.
The most powerful criminal influence is the Roark Family, with Senator Ethan Roark Sr as the main political influencer in Sin City and has grown rich off of Human Trafficking and Prostitution, and has two brothers, Cardinal Patrick Henry Roark who helped elevate his brothers to their position in power and Attorney General Charles Roark whose the head of the Basin City Department of Justice.
There's also the Wallenquist Organization, a German-American Mafia Family that dominates the criminal underworld and involved in protection, enforcement, assassination, politics, prostitution, drug and human trafficking and much, much more. A less influential criminal organization is the Magliozzi Family, the La Cosa Nostra of Basin City and involved in racketeering, gambling, prostitution, bribery, extortion, loan sharking, narcotics, smuggling, bookmaking, murder and labor racketeering. Plus there's also large amounts of ordinary and smaller time crime, often assisted by low level superhumans as well and dangerous individuals such as Ava Lord or the Irish Mercenaries.
Anyways, since you've been given a broad mandate, here are your ten potential choices for assistance. They'll be with you for the full Mayoral Term, or until your Dead or otherwise removed from office.
1. Robocop (Verhoeven Movie): The Robocop from the first two movies of the Robocop film series. He'll be transported to the Basin City Police Department and given a support staff similar to that from the first movie to keep him operational. He gets all of his featured equipment except for that dorky jetpack/rocket launcher in the third movie because that's cringe. He's also programmed with his three Prime Directives as well but also includes a fourth directive regarding senior government leadership which includes the Mayor, Police Chief, and any Senators or Attorney General types. He also has his character growth from the first two films as well. He'll preferably want to work for Law Enforcement.
2. Judge Dredd (Karl Urban): This is the Karl Urban version of Judge Dredd from the 2012 Dredd movie. He'll be fully educated and aware of Basin City Law and its current state of affairs. He'll get his standard equipment as featured in the movie as well and daily replenishment/maintenance for himself and himself alone when he returns to base. He'll preferably want to work for Law Enforcement though more likely they'll be working for him.
3. Batman (Nolanverse): Batman shows up with one of his Tumbler Batmobiles and a trailer full of supplies as well as Alfred supporting him. He'll have to establish a new 'Batcave' or whatever in the city though but can't call on all of his resources and contacts back in Gotham City. But he still has pretty strong financials. He'll be operating as a cooperative vigilante.
4. Punisher (MCU): Punisher will show up with a van full of goods. He's also taking this personally, perhaps some loved one was negatively impacted by the crime ongoing in Basin City so he decided to answer your call for help though he'll likely be diving into the criminal underworld on his own terms. He'll be operating as a generally sympathetic vigilante.
5. Eliza "Ash" Cohen (Rainbow Six: Siege): A Special Forces veteran with FBI experience as well. She's the head of Operations for Rainbow Six and is a very experienced leader, trainer and general special operator. She'll get all of her own kit and supplies but no support from the rest of the Rainbow Group or any direct support from them. She'll likely prefer to work with Law Enforcement as opposed to vigilantism.
6. Oliver Quinn (Arrowverse): Billionaire Vigilante Archer will relocate here under much of the same circumstances as the Nolanverse Batman. He'll have to start from scratch though he has loads of financial support and an initial vehicle full of gear and kit to start him off. He'll be operating as a generally sympathetic vigilante.
7. Archangel (Mass Effect): Garrus Vakarian as of the end of Mass Effect 2 will show up... for some reason. He'll have his gear and tech from Mass Effect when he was a vigilante, including his badass sniper kit, but other than that, there'll be no tech sharing and the like. His equipment and kit is replenished (including special rations/nutrition) daily depending on where his secret hideout is located. Also... being an alien... it depends if you wanna cover that up or not such as by having him wear a helmet and hoping via Comic Book logic no one notices his gloved hands. He's open to working either in law enforcement or as a vigilante.
8. Rorschach & Nite-Owl (Watchmen) Rorschach and Nite-Owl will relocate to Basin City so they can continue to engage in their anti-Crime operations. This is the movie versions and Nite-Owl will be able to open up a new lab/workshop in the city. Since vigilantism isn't outlawed here, they'll be able to work as cooperative vigilantes if permissable.
9. Marcus (Fallout) The veteran and older Supermutant who founded and became Sheriff of three different communities will end up wandering into Basin City and offering his services after getting New Reno vibes glancing around. He's a giant green Supermutant and will be bringing along his minigun, a few stimpaks and antidotes which will respawn in his inventory daily. He's also familiar with all sorts of weapons of course, as well as being a natural leader with two centuries worth of life experiences to draw upon. He'll prefer working with Law Enforcement.
10. L (Death Note Anime) L offers his services to Basin City through a Middleman and takes up the task of cleaning up the City as a personal challenge or passion project. For whatever reason he relocates himself to Basin City instead of communication through laptops though, just for that added danger. He'll prefer working with law enforcement generally, though he's pretty quirky.
As stated before... no tech sharing or use of outside resources by the summoned help. And they'll be 'co-existing' whether that means they could cooperate, tolerate or be rivals against each other has to be considered.
