No, this is talking about Census counting of "the whole number of persons" for the purpose of apportioning House districts. That doesn't make everyone who is counted eligible to vote.

it's a modern version of the 3/5 compromise (but one sided) they'll use it to inflate the # of congressional districts they control
...arnt they already considered in multiple states?
I mean, it will get gerrymandered by the states.

I'm not sure what you're asking. If it's "Isn't it true that some states let anyone who was counted in the Census vote?" then no, that's not true.
It's true that many states gerrymander their districts but you can't really gerrymander the apportionment of districts between the states.
It depends on what "this" and "it" is, but the counting of all people, not just eligible voters or citizens, for the Census count that determines Congressional apportionment, is plainly constitutional and longstanding practice going back to the beginning of the country (excluding 2/5ths of slaves and "Indians not taxed" which are currently empty categories).
I meant, don't some states let migrants be considered apart of the census?

As migrants, that don't count against things like voting districts.
This is letting migrants count for voting districts and could result in things like Representatives being moved around, or additional votes in the electoral college. At a federal level.

First they have to count towards the census, then of course we're not allowed to have voter ID laws because they're racist.
Eventually they'll settle down and it will be deemed unthinkable to deport them so we have to grant them some amnesty or announce some kind of citizenship jubilee.
It has happened before. The 1986 amnesty gave citizenship to 3 million illegals, who do you think they vote for after?

That gives them 30 more years.
The problem is people are having less children globally, so by the 2050s that tactic no longer works and the children of said illegals now grow up dealing with the conquences of their parents and the establishments bullshit. This is my demographic prediction on this matter.
My prediction is that the 2050s is when the populists comes back much stronger and its also when the mask comes off and the dems just give up on democracy as a means to power and legitimacy and just use raw force to stay in power.

This assumes that the country doesn't go full South Africa.
Because remember the primary goal of replacement is to essentially strip whites of voting power and wealth to redistribute it to everyone else.
It should be noted that Apartheid in South Africa has been gone for 30 years and the economy is still being fueled by pillage and redistribution.
America is far larger and has a greater proportion of tax payers relative to those who are subsidized by the regime. Meaning you can milk whites or any other productive demographic for a very long time. And I'm honestly not sure how you can get migrants and other non-whites to stop voting for the 'give nonwhites everything for free' party.

I think we're looking at becoming something closer to Somalia than South Africa, with their nigh-constant intertribal conflicts; as the regressive left's coalition of wildly disparate, and often otherwise violently opposed, groups are already showing cracks in their superficial unity.
The money is being drained at ever increasing rates, and the boomers did not save for their retirement and will demand more and more from a tax base that simply can not support it.
This is all a very painful process of course but for the current establishment they have decades of an increasingly more difficult game of whack a mole that they cant win. We get to live through the bad times some of the very worst in our civilizations history but we must travel through the darkness to get into the light.

Somalia in my opinion is something completely different.
Plenty of other countries show a more realistic model of collapse/decline. In all honesty we’re probably in for a gradual decline rather than civil war.
Another example is Malaysia. The country discriminates heavily against its Chinese minorities mainly because Chinese citizens always outcompete everyone else.
It’s actually part of why Singapore is a thing.
