As for something else: If I'd have added ROTC to my college schedule when I was 17 I'd probably be up for promotion to Brigadeer General/Rear Admiral ... or I would have been dismissed because I was inadaquate long ago.

It wouldn't be that hard. If he was a major in the PLA then he would have had to have been born in China. Then sent under a different identity to the US. Easy for the Chinese government to fake his background. Then it's just a matter of signing up, so long as he had a degree it would be fairly easy to join as an officer, and with how desperate they are for people right now all he'd have to do is stay in and not fuck up and he'd make captain pretty easily. It's the when you start getting closer to general that the open positions start getting really competitive and people start getting passed over for being average rather than for being screw ups.
