If Austria-Hungary will survive (for instance, if there's no WWI at all), could we ever see it implode and break-up USSR-style? Or perhaps Yugoslavia-style? Or, alternatively, Czechoslovakia-style? I'm asking because none of these countries actually required a major war to implode and break up, though in the case of Yugoslavia, major wars did follow afterwards. I was thinking, for instance, of a surviving Austria-Hungary eventually implementing something similar to this plan:
Only to subsequently break up at a time of crisis--or something like that. There could be some precedent for this with the gradual erosion of unity in the UK right now in real life, where support for Scottish independence is currently at 45+%.
