You are the Minister of Defense Procurement of the small Baltic Nation of Gallia's Best Friend and well there is a slight problem. Apparently despite being literally neutral for decades now, and despite being literally demilitarized also for decades now, your two large neighbors, the Atlantic Federation and the Eastern Imperial Alliance have decided that all of these pesky border nations aren't neutralized enough.
THANKFULLY your country is so small, neutral and demilitarized that no one is talking about neutralizing and demilitarizing your nation yet. They're going to target those bigger, thicker, and juicier countries to the South first while still treating you like pals and allies, probably in an effort to gaslit you into not being so neutral.
As the Minister of Defense Procurements Best Friend, your friendzone status with the Minister has finally paid off as you have been rewarded for your years of loyal friendship by being appointed to the highest post he could practically think of without being outright accused of nepotism, as the Deputy Minister of Defense Procurement for Homewaters Security.
In other words your in charge of Naval Procurement.
As per the other threads regarding armored vehicles and aircraft, the current administration has decided that they don't want to be steamrolled by either faction because their ways of life are totally incompatible with the super awesome high quality idyllic quality of life they have going on right now. The good news is, money isn't a concern. The analysts have worked out due to responsible public financing they can requip their military with modern weapons in an easily afforded manner. Also good news, the Gallian military is highly trained, highly professional, and has invested extensively in next generation training systems, simulators, centers, instruction and generous benefits, pay, pensions and care for its professional all volunteer force as well as an extensive conscription/reserve system. So manpower and basic infrastructure issues aren't a concern either.
The bad news is, unlike the Air Force with its Airships and the Army with its antiquated tank force, it turns out Gallian Naval Tradition and Legacy is even worse off. The current flagship of the Gallian Navy is the mighty Dickmann-Class Coastal Defense Battleship, named after Gallia's greatest Admiral in history, Arend Dickmann. (It's believed they were named after Arend Dickmann after the Poland demanded Gallia honor them for protecting Gallia's coastline lest they be devastated by Polands superior force of riverine boats and armed fishing trawlers before said warships could even be built. They eventually reached a compromise on naming the ship after the Dutch-born Admiral since Poland didn't name anything after him yet and the Gallians made them feel guilty about it) Regardless of past history between the brotherly nations, Gallia currently operates five of this mighty vessels which sport a twin 12 inch turret on the bow and stern and an 8 inch twin turret on the bow. EXTENSIVE modernizations... have left room for at least four more weapon emplacements amidships. The five vessels are currently on rotation of drydock/repair, operating as museum ships, operating as training/barracks ships, and coastal defense. Naval aviation consists of a few squadrons of machine gun equipped Sea Sparrow Helicopters and unarmed Dodo small passenger seaplanes. Current Coastal Defense troops are equipped with the Maddox FVA 45 Ampibious Patrol Buggies. We also have some Tugboats.
You also oversee one of the few munitions factories that still manufactures parts for giant impractical battleships and their big guns, the facility largely financed by battleship stans both foreign and domestic, fueled by sustained long term engagement of countless internet debates of "If Battleships are obsolete, then why does Gallia operate five of them still?"
Why indeed...
Anyways, just like with the Air Force and Armored Vehicles, the government has issued you a highly detailed mandate of Gallia's maritime requirements.
Basic Requirements Desired for the Open Bids of Naval Equipment
1. If we get invaded by the sea as easily as we will be by land, you should feel bad.
2. Secure our strategic fish supplies.
3.Don't let Polish "Navy" embarrass us again.
4. If possible, maximize our potential to blow up pipelines, illegally fish the waters of people we don't like and other trollish activity without any of the previous three requirements being compromised.
5. Offshore Patrol and Coastal Defense (this should actually be number one)
6. Self Validation
Once again, Gallia projects it has five years to prepare before its likely drawn into the conflict.
HERE COME THE BIDS!
1. Fourth Polish Republic/Second Polish Commonwealth: Poland is currently currying favor with its neighbors and since Gallia has decided to actually invest in its own defense, Poland is more then willing to accept payment for the equipment it has tenderly taken care of and ready to fob off on its neighbors in exchange for greater influence in the region (and the eventual rise of the next iteration of the Polish-etc Commonwealth if they survive the whole current ongoing schism). While we obviously cannot build the Frigates, Poland is willing to grant us license to build the Corvettes, smaller boats, helicopters and recon aircraft and requisite munitions they may require as well as the cutting edge armored vehicles they're providing for our Marine/Naval Infantry. Delivery can be done in the short term.
2 Oliver Hazard Perry-class Frigate: The Poland will offer these OHP-class Frigates equipped with a 76mm gun and rail launchers for Harpoon anti-ship missiles or SM-2 variant surface to air missiles. It also has a Phalanx CIWS, anti-submarine torpedo mounts and room for a helicopter! Also has air-surface radar and sonar.
2 Nanuchka-III-class Corvettes: Weird. Poland never even operated these. Where did they get them from? Regardless it comes armed with a 76mm dual purpose gun, 6 P-120 Malakhit Anti-Ship Missiles and Osa-N Surface to Air Missiles (which also weren't on export versions of the Corvettes... curious)!
12 Project 12412P Motor Torpedo Gunboats: Heavily armed the 12412P's have a 76mm gun turret, a secondary armament of a 30mm autocannon and the ability to deploy multiple torpedoes or depth charges. Poland tells us the 'P' stands for Proudly Made in Poland but they'll generously license production of their MTG's to us.
20 Mi-2 URN Zmija Gunships: Based on the proven and venerable Mi-2 Platform, this helicopter is equipped with a 23mm autocannon and twin 57mm rocket pods. The Poles say the 'N' stands for navalized and thus it's ideal for maritime operations.
12 W-3W Sokol Gunship: A cutting edge design equipped with twin 23mm autocannons, 80mm S-80 Rocket Pods and Igla Anti-Air Missiles or light ATGMs. Poland is generously willing to share this cutting edge prototype design with us for co-production.
12 W-3U Salamandra Recon Helicopter: Designed for recon and patrol missions, the W-3U is equipped with S-80 80mm Rocket Pods and a Kokon-M ATGM Launcher and radar sets.
40 PT-76B DSKH Light Tanks: The Polish Republic is generously offering us light tanks with amphibious capability for our Marine and Coastal Defense Forces. Enough to outfit an entire armored company.
120 TOPAS 2AP Armored Personnel Carriers: Equipped with a turret that houses both a heavy and medium machine gun, this amphibious APC can carry a squad of twelve troops.
2. United States of America: The United States of America is willing to be generous to Gallia. Along with the generous gift of one of their highly advanced Littoral Combat Ships, the Americans believe a lighter force is required for Gallia's coastal defense and thus emphasize the use of smaller boats and helicopters. Also willing to license the production of the Amtracs, helicopters, and RIM-7 SAM missiles. Delivery can be done in the short term.
1 Independence-class Littoral Combat Ship: One the pride of the United States Navy. It'll be towed into your port so Gallian technicians and engineers can spend a year of "familiarizing" themselves with the Littoral Combat Ship and its operation. Besides engines that need fixing, its armed with a 57mm gun, a launcher for 8 Harpoon missiles and a Phalanx/RIM-7 CIWS station as well as the 3D Air and Surface Radar, sonar, multiple machine guns and 2 30mm Bushmaster autocannons. Also a helipad!
20 RCB-90 Attack Boats: The pride of the American Marine Corps, the Swedish designed RCB-90 is a small, fast heavily armed attack boat equipped with a 25mm autocannon, IR Smoke launchers, secondary M134 Minigun emplacements, and the ability to mount light ATGM or SAM launchers as well as having its own advanced optics and radar set.
20 Phalanx CIWS Stations: Mounted on a trailer for land use, the Phalanx CIWS combines its own radar set, a 20mm Vulcan autocannon and RIM-7 Sea Sparrow Missiles for short range air defense, though the CIWS can also be used for surface targets. Also willing to mount and adapt these units onto the existing Gallian Coastal Defense ships.
8 AH-1Z Viper Helicopter Gunships: Main equipment includes a 20mm M197 Autocannon, as well as the ability to mount rocket pods, various guided missiles like the TOW, Hellfire or Stinger and active/passive protection systems, advanced optics and radar sets.
12 MH-60S Transport Helicopters: Meant for transport, search and rescue and light combat duty, they are equipped with two machine guns and either gun or rocket pods.
120 AAV-7A1 AMTRACS: Surplus USMC amphibious assault transports equipped with M2 Browning Heavy Machine Guns and Mk19 40mm Automatic Grenade Launchers.
3. Republic of Tropico: Also bullied by the world powers, the island Republic of Tropico is offering you one of their Akula-class Nuclear Submarines to help ensure your trade routes stay open. The Tropicans have loudly stated this is "basically a Nuclear Submarine" and while everyone has doubts, Tropico does have Uranium and unlike Gallia, no one wants to invade them before and them having a Nuclear Submarine hasn't changed anything now. The Tropicans are willing to sell us eighteen cruise missiles a year as well while granting license to build their torpedoes and for their Galaxy Super Yachts! Delivery can be done in the short term.
1 Akula-class Nuclear Submarine: Despite being a Nuclear Submarine designed, developed and produced by Tropico and able to be equipped with nuclear missiles, it actually doesn't have any nuclear missiles on board. It does have 6 torpedo tubes however and has the capability of launching three salvos of six cruise missiles each in lieu of torpedoes at land targets. Range of the Tropican-made Granat missiles is unknown but they say it's "pretty far" like two thousand kilometers or something.
2 Galaxy Super Yacht: One for you and one for a friend!
12 A5 Coyote Naval Attack Helicopters: Lightly armored attack helicopter equipped with sonar and twin machine guns. Capable of deploying mines and sonar buoys.
24 Urga Hroch Landing Craft: Fast and highly maneuverable landing craft capable of carrying a vehicle or infantry.
24 Patrol Boats: Light Patrol Boats Equipped with a Heavy Machine Gun.
4. Republic of Taiwan: Eager for recognition and after hearing how Red China has constantly courted you for stuff... with mixed success, the Republic of Taiwan is ready to make an offer to the Principality of Gallia and hopefully snub Red China at the same time! They also assure you not to worry, as Red China is very far away. They'll issue you licenses to built everything they can offer unless it has stealth capabilities. Delivery can be done in the short term.
2 U41 Ptakojester Amphibious Transport Planes: Large four engine cargo plane capable of water landings and takeoff. Able to carry a large amount of supplies or multiple vehicles.
24 Stormwater Patrol Boats: Slow moderately armored Patrol Boat equipped with a machine gun turret in the front and a remote control guided mortar launcher in the back.
24 Daggershark Jetboats: Highspeed Patrol Boats capable of speeds of upwards of 70-90 knots. Armored against impacts and highly durable whilst equipped with a machine gun turret.
8 Loochador Stealth Boats: An armored jet powered stealth boat capable of high speeds and stealth operations. It's equipped with two miniguns and twin guided missile launchers.
8 Vulture Utility Helicopters: A large well armored helicopter equipped with a minigun and guided missile pods on its wing stubs. Capable of carrying a small number of passengers as well. Equipped with radar.
4 Stealth Microfighters: While only equipped with Machine Guns, the main purpose of these aircraft is to be nigh undetectable by radar, sound and even optics as its active camouflage makes it nearly transparent to even the naked eye.
80 Bear Armored Personnel Carriers: Well armored, highly survivable six wheeled amphibious armored personnel carrier equipped with a heavy machine gun and capable of carrying six passengers.
5. Sailor X-Com: No one knows much about this mysterious organization but they are known to be a Cabal of Military Rogues and Experts well funded by ludicrously wealthy financial backers and legacy military veterans. They want to preserve Gallian Maritime History and have revealed an ambitious plan to upgrade Gallia's Coastal Defense Ships to the modern day as well as offering exclusive contracts for other upgraded weapons platforms for the oft overlooked Gallian Navy. They can't give you licenses to build any of the new stuff but can issue licenses to locally produce the Monitors, the Pegasus-class Hydrofoils and A-10 Warthogs (which they can convert into more A-01 Blitz's). Deliveries of everything but the Monitors will take place over the next five years incrementally.
5 Upgraded and Modernized (Big) Dickmann-class Coastal Defense Battleships: The two twin 12 inch turrets will be replaced by new experimental prototype Railgun turrets. Four SeaRAM CIWS mounts amidships and a VLS launcher replacing the 8 inch turret in the stern. Modifications will take an estimated five years for most of the modernizations, and ten years minimum for the railguns (if ever).
12 M-20 Air Cushion Assault Vehicles: Extremely fast armored hovercraft equipped with a 25mm Autocannon, a co-axial light machine gun and four ATGM's as well as radar, sonar and navigation computers. Capable of troop transport as well.
