It does but a Carrier wave is useful as a last resort.
It can travel a long ways, everyone cam pick it up, and would allow for even the most catastrophic of events to not stop communication

Carrier wave transmissions are dependent on the teaching of Morse code and active monitoring of old radio frequencies, neither of which exists in the modern world. Indeed, one of the biggest practical advantages of GMDSS is that it enabled slamming the door on this wasteful, old-fashioned BS.

It is still monitored, just not for shipping purposes.

The old maritime emergency frequencies are no longer monitored, and have in fact been re-allocated for other uses. If you’re thinking of military guard and similar, those are entirely different frequency allocations.

Channel 16 is still monitored as the emergency channel, but that is HF radio for relatively short range use.

The tragedy of the Francis Scott Key Bridge collapse could've been avoided.

Also for the record, modern GMDSS emergency communications equipment is required to be connected to main power, backup power, *and* battery backup. It is also linked to GPS so that it will automatically transmit the position of a ship in distress, and semi-automated so that it will activate itself under certain circumstances even if the crew does not manually trigger a distress beacon. On the other hand, it's *not* going to auto trigger an emergency alert for a simple power outage; as previously discussed, a power outage on a ship is not normally an emergency situation.

And how do you suggest it could have been avoided in a manner practical for port operations?

Trying to keep people in the dark about the salvage and recovery efforts is not a great look for Biden admin.

"Anonymous sources allegedly claimed that unspecified government agencies told them not to talk to the media" is at best an unprovably vague claim.

Given the stupidity we've seen out of the Biden Admin to date, it's rather believable.
Honestly, it's just good advice in general to shun and avoid media journalists.
Now this is true; your average prostitute has more honor than your average journalist.

Journalists get things wrong. Someone I know who used to be involved in mountain rescue here in South Africa once told me that no matter how clearly the who what when of the accident and rescue was explained to them, the report in the newspapers would seem to always get major details just plain wrong.
They will also take things out of context, of course.
And perhaps at the root of it - they don't understand the topic enough anyway.

There was an interview with the CEO of a Dredging Company on WGOWS (What's Going On With Shipping) and there seems to be some good news.

Apparently salvaging efforts could be helped by the fact that the Port of Baltimore has several facilities around only a mile away who can handle things like recycling the salvaged metal and taking in the salvaged concrete, asphalt and tar etc for reprocessing. The CEO seemed rather praiseworthy of the leadership of the Coast Guard and Army Corps of Engineers operating in the Port of Baltimore as well.
