I've heard about this one. While obviously pretty utopian, the idea of a fairly "self-regulated" frontier region is far from fictional. In fact, the American West was much less "wild" than it is commonly thought to have been. This was almost entirely realised in spite of -- and in more than a few case because of -- the lack of formal government regulating things. Smilarly, mediaeval Iceland was far from utopian, but still very functional while being very close to anarchistic. And when viewed per capita, it was much safer and less violent there than in the "governed" countries of the continent!
