Becouse in 1931,37,38 or 39 soviets was not in danger of collapse.They could lost part of Siberia,maybe all of it,but that was all. When redirecting attack from soviets to USA saved sralin in 1941. You forget Elephant in the room.In 1941 germans attacked their soviet allies,and their army was crumbling. Japan could join and take Siberia.
