How about organizing events? So for example, if the anniversary of something important is coming up, organizing a competition on essays about said "something important", and winner gets linked in a banner or something (can't really think of a reward)?

Find people interested in writing it... other than that, not a clue. Maybe have an ideas thread for brainstorming. Basically anything that would entice people to write about something other than politics in there (though as I noted, we shouldn't abandon politics... but it shouldn't be the focus).

Collapsible sticky section would likely be counterproductive as everybody would simply collapse it and then promptly forget about anything and everything contained within. Merging would be good.
