Yes, that is what I had in mind. The Polish-Romanian understanding was against the Soviets. And when the Soviets invaded the Polish Campaign was already over. On the Polish board I've seen mentioned that in IX.39 Romania offered to supply weapons - whatever she had spare.

I'd call that Common Sense ... But besides not declaring war on the Soviets Romania was very helpful.

My take on successful Blau is, after taking the Donbas, to strike at Stalingrad - 1st PzArmee, starting at Rostov, and Saratov - 4thPzArmee, starting at Svoboda/Voronezh. Both lines of advance have a railroad line supporting them. The push into the North Caucasus could be given to the Romanians...
