I think the main thing is how you have been depicting the situation, vis a vi showing the corruption and evil shit in the NCR more openly than in the Enclave (which seems to have better living conditions) and the fact that,read with the full knowledge of the E-USA,they seem to be tyranical...

I do feel that there are going to be strains on Enclave society too:the Government still has an a very large authoritarian tendancy and it has undoubtedly been hiding many many secrets from the population, that will generate friction and Conflict eventually and when stuff gets out I don't know...

I get that,what I dont get is why Irivng and the rest of the Administration isn't informed of this, especially if he's the "expert" on the enclave.
