    Higher up beliefs have a habit of filtering down. In-coming beliefs have a habit of filtering through. This is what happens in basically every other institution, why do you think the military is special? If anything, in other areas orders from on high are much less binding than in the military.

    Since it was before he was in office and he actually took that stance before Gore did, I think it was more an attempt to outflank the Dems to the left than it was folding to them, but that's broadly speaking arguably the same phenomena.
