Yes, but the list here is cribbed from the Awakened Fallen Empires in Stellaris, and in Stellaris separate faiths aren't modeled, it's all "has the Spiritualist Ethic."

Hmmm regulators being willing to "trade" technology seems like it's either them effectively giving out technology in exchange for agreeing to their rules or useless, since there's not much else a civilization can actually offer precursors. If it's giving out technology then that's really strong...
