I don't really think they want to start shit. All this BS is broadcasted back to their own as propaganda. They use it to build political stability in house. They just don't believe for a second there will ever be any consequences for their actions.

That's the sort of thing they probably want. None of their neighbors have a large enough fleet to really do anything to them, so if they can go in and wreck some shit while yelling "they were coming right for us!" then all the better.
