The Blair Plan enacted, 1865
"On December 28, 1864" the Confederacy is almost dead. There is practically nothing intetesting for the Union in this proposal. If the Union would like Mexico conquered, then that could be done as well after victory over last Confederate forces four months later.- Word Count: 45
