    There were several tactics that were needed to defeat the UPA, infiltration was only one of them. Mass deportations did happen as well. Either as bad or worse than what the Germans did in Belarus to fight the partisans during the war, which was the focal point of the Soviet partisan movement.

    Stalin did do that pretty well IOTL, but after the losses of WW2 the Soviets couldn't afford heavy body counts if they were going to rebuild and repopulate.

    Unless they already have power they wouldn't have the warriors to seize control. Likely it would have to be a powerful army officer or clique of officers, which means Zhukov or Rokossovsky. Or Beria with the NKVD. Politicians with just words are not powerful enough in wartime.

    It can be argued they were IOTL. They could have actually been worse had it not been for the Soviet need for labor after the horrible bloodbath of WW2 and FDR's death right before the end of the war prevented the worst of the adminstration's plans for the aftermath of the war.
