I agree but that's not really my point. Its because its a strong, unified state and church it is likely to be far more aggressive towards alternatives as there's no real basis for truces and temporary alliances with 'others' - or at least those others would be more aware its a dangerous game...

Interesting development. I do think that the empire faces the problem, as I suggested before that its position itself to be in continued conflict - even if broken by occasional truces - with all neighbours. A universal empire and faith can't really accept any alternative - hence the hostility...
