If there is no Spanish-American War in 1898, what do you think is the most likely time for a Spanish-Japanese war over the Philippines?
 
Not until after the Russo-Japanese War. The Japanese had to keep their eyes on the prize, Korea and Port Arthur, and couldn't divert their attention from it, until resolved.

And if there is no Russo-Japanese War at all in this TL due to butterflies or whatever?

There is nothing that could avert it at this point, the Russians and Japs were already coming to blows and it would've happened either way, sooner or later. Perhaps around the 1920's, while Spain is in the middle of the Rif War? It would make the perfect sense to. This would also avert U.S Involvement in WWII, as there would be absolutely no reason to declare war on the nation, as the Japanese didn't care about Hawaii much, other than crippling the American War Machine. Might make a Modern map of this...

I thought that the Japanese cared a lot about the US sanctions that were imposed on them for their invasion of French Indochina?

Tsar Nicholas is apart of the reason it failed, but not a primary reason why it occurred. Russia at this point was jumpy and pushing for war somewhere, Japan just so happened to declare claims that crossed Russian claims, and the Russians didn't like that one bit. yada yada both declare war and shit gets real. Saint Nicky or not, things still go haywire.

Not only that, US Sanctions can be ignored, with Germany they could pressure the US into abandoning these Sanctions.

Would the US actually care that much about German opinion, though, especially when Germany is led by Nazis?
