Were any of the Ottoman Sultans or Grand Viziers of the 1650-1800 era known for being very diplomatically savvy or highly engaged and successful at alliance diplomacy with western powers to the advantage of Ottoman state interests? Which ones? Was it more often Sultans, Grand Viziers, or other types of officials pulling off the effective strategic moves? Did Grand Viziers and other similarly ranking officials tend go to the grave or out to pasture with each new Sultan, or did some end up serving multiple Sultans?
