In that time they could end up seizing it from either the Latins/Franks who ruled it, or from the Byzantines?

As a refresher the Latin Empire's rule lasted 1204-1261 AD. The restored Byzantine Empire ruled it from 1261 to 1453.

Could the Serbs or Bulgarians have held the city in the long run against Byzantine counterattacks?

If either of these regional Slavic powers took the city and held it for decades against all Christian counterattacks, would the Turks likely have still crossed over from Asia to conquer Constantinople and more of the Balkans later anyway? Yes or no and why?

They have manpower,but not good Kings,and ,in Bulgary case,added civil war.

But,if you add one Good King who start capable dynasty,then yes,they could take Constantinopole and hold it against anybody who try to take it.
Ottomans were not Juggernaut which almost take Vienne yet.

The Turks (plus Greek and Bulgar converts) are subjugated, deislamified and assimilated inside three generations.
On the other hand the Serb elites may very well end up Romanised, i.e. Hellenised.

Possible.Going after them when Timur destroyed their armies was best possible moment.
