Comes down to Star Wars vs Star Trek tech tbh. If Wars has comparable tech and isn’t vulnerable to Star Trek teleportation, Sidious Force-precogs that this is a serious threat to him personally, and uses the Empire’s superior industrial capacity to drown the borg in ISD spam. If tech levels are near equal the borg is actually the sort of enemy the Empire would do pretty well against, since (after Star Trek science) it’s fought reasonably well with capital ships geared for fighting other capital ships.
Honestly I can’t really see Vader having the willpower to resist, even if such a thing were possible. Anakin maybe, but Vader is a broken man who hates himself and has let himself be enslaved by someone turning him into a cyborg before.
