Stormcloak's or the Mede Empire? (The Elder Scrolls Skyrim)

No we are not going to ignore the Empire officers and thalmor literally state.
No we are not going to ignore the dossier about how it’s in the best interest to continue the fighting.
"People said about themselves and their side in a conflict"

"Facts"

Try again chief.

No this isn’t how it works. You want to claim they’re not separate powers. Despite the in and out game lore saying so. The leaders of the different factions saying so.
Then preparing for war against each other. Prove it.

"Saying" doesn't mean shit. Anyone can just say fucking anything.

Prove it.
If a foreign nation can march troops through your country and engage in military actions against your civilians without your opposition, and dictate to you what your religion is, you are a failed state.

Foreign nations can march troops and train in the US. The even have a few permanent presences of foreign troops, fort Bliss has permanent german troops here. I guess that mean they own the US. No it doesn’t.
US troops can’t be tried by local laws and can kill civilians breaking into our bases. I guess that means we own those countries. No. it doesn’t.
You see in the real world these actions are allowed by a thing called a treaty. The Empire was in a disadvantaged position so the terms of their treaty reflect that.
This is basic level diplomacy that studying basic history should have taught you.

Allies having a niche military presence in your country is not "We can invade through your country and attack your citizens at will, and determine what they can and cant worship". Other countries have a military presence in the United states at our leisure, and can and will be removed if they do anything we dont want them to. They dont get to set fucking policy.

Basic is "If someone can attack your citizens at will without you trying to stop them, invade into and through your land, and tell you what your religion is, you're conquered".

They’re not invading their country. If you’re going to use words learn what they mean and yes it is the same thing because those actions are governed by a treaty.
That’s so cute. The US entered Pakistan at will to kill bin laden. Completely disregarding it’s will I guess Pakistan is conquered.
I’m not doing this anymore because you’re either to dense to understand how things actually work or you’re knowing acting like it.

If your treaty allows foreign powers, enemies no less, to accost your citizens at will, wage wars across your territory, and dictate to you what your religion is, then your authority is meaningless and you are a failed state.

If Pakistan genuinely did not want America to violate it's borders militarily, and allowed them anyway, yes, they were conquered.

I’m not doing this anymore
