Nate was incapacitated and from the looks of it hadn't given specific orders to commit to a certain plan / forbidden Operation Pied Piper, so the VP was well within his rights to implement it even if he knew it wasn't Nate's first choice since for all he knew, Nate could've been permanently incapacitated from the blue flu since he's no spring chicken at this point.Yeah the VP still committed treason there should Nate wish to push the issue, especially when he concealed his actions from the President.

The NCR has that from Vault City, but it's not a case of something so simple as an injection - they grow a new limb or other in a vat using the patient's own stem cells (which can take from a week to several months), then surgically attach/introduce it.
Does the Enclace have that, but way less expensive and common a medical procedure if they can't just reattach limbs preserved in ice?

Honestly, most of the warcrimes related to things like gas attacks probably do not exist anymore, as I doubt any nation is willing to give a crap about them unless they all experience enough horrible death inflicted with them during a war and afterwards all agree to never use them again (also probably because they are not strategically useful and therefor the horrible death it causes is mostly more trouble than what it is worth where propganda/internal-stability/global-goodwill/morality is concerned).Welp someone’s going to be publicly court martialed.
I take it General Friedman hasn't gone through any Enclave towns yet. He hasn't grasped that the Enclave has reformed like the rest of the NCR's front line commanders have.

So obviously they’re all lying or speaking propaganda and may need to be executed soon or do a repeat of what they did to the original Enclave, them and their descendents all in prison forever

Well Gas was added to being a war crime mostly since it was pretty crap as an effective weapon. The chemical weapons we currently have are great for scaring civilian populations but not too effective on a modern battlefield against peer foes.
If it is effective here it would just be another weapon as long as it does not stick around too long after it has been delivered.
So warcrimes are mostly now what both sides agree does to now are generally "too evil" (or at least one of them does) and promise consequences to those who do such actions, whether the consequences be retaliatory killings or trials and punishments after the war.
In this universe, the idea was tried and failed twice.

From the US PoV, gas isn't illegal, but it's something you don't typically use against civilised enemies.
