Yes, but the military mandated the use of the anthrax vaccine even though that was actually an experimental vaccine at the time, and the use of it "only when deploying to risk areas" was a policy change that happened only because the manufacturer wasn't able to deliver enough vaccine to continue the original policy which was mandatory full vaccination service--wide.
