Biden simply said that a minor incursion would mean minor sanctions, which actually does make sense since Biden wanted to deter Putin from a large-scale invasion of Ukraine. Imposing heavy sanctions for minor incursions might have made a larger invasion much more likely. But of course once the larger invasion occurred anyway, Biden imposed extremely heavy sanctions.
It's similar to Germany: One could say that Nord Stream 2 was a foolish albeit well-meaning effort to get Putin to behave in Ukraine by still maintaining some economic ties with him. As in, the logic went along these lines: "Vlad, don't do anything stupid, crazy, and/or aggressive in Ukraine, or else we'll cut our remaining economic ties with you, which are still quite substantial!"
Perhaps. But Russia doesn't have a spare second army to seriously invade Poland with. If they had one, they would be sending it to Ukraine few months ago.

The rumors are that F-16's and A-10's are in the cards. Training is ongoing, but no decisions. Same as with tanks, the lag could be with availability of technicians. It's worse than with tanks, the maintenance staff for F-16's can take years to train, as opposed to months for tanks, and with cruise missile strikes and the politics USA can't send private contractors as in Iraq or Afghanistan.

Even if you are able to push on from Makariv and reach the river to the south of the city to encircle the city from the west what does that really mean? It means that you now have to maintain an inner ring against the city, and an outer ring against the entire rest of Ukraine at the same time. You have to split your small force between the two requirements, all the while cut off from the rest of the Russian army on the other bank. It’s very hard to do.

It took a few more months but now we know, this next thing turned out to be the loss of Izium and a big chunk of the Kharkiv area. Russian forces are "redeploying" yet again. Soon they're going to "tactically redeploy" to Moscow, all a part of a brilliant 4D chess plan of Putin.Edit: Ah, I see the current Putin's bitches' line is "it was a diversion all along".
