    Its the principle of using conservation of detail to set the mood. If you want to give the players an awesome sense of collateral damage, you can use some of the advanced building rules and the missed shot rules from page 81 of the same book.

    Advanced building rules should only come into gameplay when you are fighting the building itself. Such as clearing out an air-defense base with anti-dropship guns before a full assault, or dungeon crawling a Castle Brian.
