Advanced building rules should only come into gameplay when you are fighting the building itself. Such as clearing out an air-defense base with anti-dropship guns before a full assault, or dungeon crawling a Castle Brian.
I have never felt that having 'advanced building rules' as cumbersome or something that should be limited to just a specific type of fight. I feel they add a sense of the mighty Stompy Robot as they impact the city around them.
Building construction factors are level 3 optional rules that are not used in tournament play
I don't tournament. I only do narrative play (campaign games) or for fun.
