    That's why I headcanon an extra zero to Chapter sizes myself. GW already did that with the legion sizes when they started to make the HH tabletop and write its novelization. Originally Legions were 10000 strong, then they were magnified by an OOM. So I apply the same magnification to Chapter sizes.
