Let’s say that even with Orlais’ desire for constant expansion, some stuff make it so that military action even with other nations’ help in an Exalted March turn out to be something that results in them being repulsed by the Elves anyway
Or there were somehow better relations between the neighboring human nations that resulted in “Even if they are pagans, they are still allies/friends” answer to the idea of attacking them
