So how would you plot out the Mojave Wasteland after a Wild Card Victory Condition which means... NCR Wins the Second Battle of Hoover Dam over the Legion with the Upgraded Securitron Army and then boots the NCR Off the Hoover Dam anyways.

Current Scenario Being:

- House is Eliminated
- Courier at the very least controls the Lucky 38 and Upgraded Securitron Army but you can elect what else he might control or allies they have.
- Caesar was killed, Legion defeated. Lanius survives so that the Legion could be a threat in the future.
- Courier Aided Joshua Graham in Purging the White Legs from Zion (up to you if mercy was given or not)
- Think Tank neutered but not neutralized. Victory conditions are open to accept but sadly no widespread tech sharing and the like. So you can have the Cyberdogs going out and protecting settlements from unwarranted aggression but can't manufacture incredibly based armies of cyberdogs to bring Lupine Order to the Wastelands.
- Lonesome Road can have Courier choose to nuke Dry Wells or Not. Tunnelers maybe a threat in the coming decades or so if you believe Ulysses.
- Sierra Madre under ghost control of Christine Royce so sadly no widespread tech sharing from there either.
- Attempting to take Mojave Outpost from NCR will result in open war. Everything else could possibly be negotiated.

With that established, how would you see your Courier interacting with the Mojave Wasteland.

Would he want to bring Freeside and the other environs under the control of his Securitron forces in the Strip?

Did he convince the Khans to go to Wyoming or go suicide bomber?

Boomers still booming?

Will communities like Novac, Jacobstown, Primm and Goodsprings etc be brought under control of Courier controlled Vegas or just be independent?

What will the Courier negotiate, if he wants to negotiate, a new treaty with the NCR? What outposts will the NCR be allowed to keep in the Mojave if any?

And other random things like what you'd do with the Brotherhood (blow them up?) or who will get Helios One and who the Courier might work with or work against in the Mojave (Van Graffs, Gunrunners, Crimson Caravan, Kings, Jacobstown, Omertas, White Gloves, Chairmen, Happy Trails, Bright Brotherhood, Rogue Cyberdogs etc)?
 
With the current setup, I'd of probably activated the Upgraded Securitrons to secure Hoover Dam and the Strip. Those would be the core territories of an Independent Vegas I feel. I wouldn't be pitching General Lee Oliver over the Dam though because while I want the NCR military to remove themselves from the Dam, I still want to trade with my biggest customer. Without knowing the particular details, I'd have the NCR remove all of their military presence from the Hoover Dam, with maybe the exception of the Ranger Station Delta just south of the entrance. The NCR can keep their demilitarized presence with MP's on The Strip at the Embassy and maybe something similar at the Dam and Helios One so the NCR Engineers can remain in place.

Camp Golf would probably get excised IMHO. No need for them there. And a much reduced presence at Camp McCarran since I don't trust the NCR with a major military base directly south of Vegas. Converting Camp McCarran to a secure Caravanserai or something sounds like it'd be a far better use of the vast facilities. Maybe a future Spaceport, who knows. :p

As for what else the NCR can keep, I'd say Ranger Station Echo near Cottonwood Cove and Ranger Station Bravo way up north so they can have a token presence in the Northern Mojave which they'd probably find valuable that I can use as leverage as well since they are also dealing with the Refugee issues up there. In fact, I might be magnanimous and give them access to Cottonwood Cove as a landing point on the Colorado River if they want to do stuff on the Eastern Side of the Colorado and further South. Independent Vegas won't be an expansionist power under the current administration.

NCR can maintain a light presence at their Sharecropper Farms, again mostly MP's and civilian rangers I feel. But I think I'd be purging the Powder Gangers, and absorbing Sloane and Quarry Junction and those railyards for Mojave business. I have robots and other things to build and maintain. Purging Quarry Junction of Deathclaws and Black Mountain of mutants thusly would be the Couriers priority if he hasn't done that already.

I'd allow Primm and Goodsprings to be independent including independent of the NCR and let the Securitrons roll around there just to keep them safe from external threats. Also would want to re-establish Nipton as a settlement if only to control the pass there so the NCR won't have completely free access to Cottonwood Cove and Ranger Station Echo.

I'm also beginning to think the Brotherhood of Steel would have to be dealt with since I don't want them jacking every Securitron rolling through their territory. I don't mind them hiding in their bunker, but having them harass and rob travelers and stuff of technology is annoying asf. I'd prefer to negotiate a treaty with them where they can patrol the supply lines and roads down there like the similar agreement they established with the NCR in some victory conditions.

I'd probably keep Fortification Hill and the Legates Camp obviously since it's a convenient defensive position for the Eastern Side of the Hoover Dam in case the Legion do return.

The Fiends would've been annihilated and having the Khans (and their drug running ways) pushed off to Wyoming would be something I'd happily encourage. They seem too independent to submit to proper Courier authority anyways. Red Rock Canyon might be a nice place to establish some agribusiness with skilled farmers and wastelanders or as a pressure valve for sharecroppers and Freesider/Westsiders.

Speaking of Freeside and Westside, having the Kings retain more hands off control of Freeside is fine with me. I don't think having a massive ghetto in Freeside and Westside is ideal, especially since outside of McCarran those are the best ways to get into the City, so having the local Kings and Westside Militia handle things, with some modest support from the Strip I control, seems fine. Same with supporting the Followers of Apocalypse and Westside Cooperative to keep misery levels down.

I'd keep the Chairmen at the Tops under Swank, they seem fine now and Swank is actually loyal. Once the White Glove Society cannibals are excised, they'll seem fine as well. The Omertas are pretty rotten to the core though. Securitrons will have to sweep through, led by the Courier to purge them. Maybe re-brand the Gomorrah Casino under new management. First choice would be Sarah Weintraub, but maybe placing the Garrets in charge of it as a reward for being a loyal presence in Freeside with their Atomic Wrangler Casino also in operation would be a preferable option.

Also want to popularize the Thorn, sports betting can be a huge potential business. Maybe do a variation with Robot Wars. Who knows.

Boomers can be canonically opened up with trade, which sounds fine. As long as they remain independent of any external factions having them on watch on the Northern Front is a nice natural border for my Mojave.

Main priority after immediate security of Vegas would be securing the trade lines and potential lines of industry and agriculture to make sure the economy is stable. So that's why cleansing Quarry Junction/Black Mountain would be important, as well as securing Nipton and the trail routes down there. Turning Nipton into a Securitron controlled trading station for caravans and travelers could be one idea similar to that of the Mojave Outpost... but Vegas controlled instead.

That's all I got off the top of my head for my personal non-wanky head canon.
 
Considering my character originally went with a Robert House ending (Never got past the point of killing the Brotherhood) I'm going to assume his life support failed or something, with House dead my Courier would try to follow through with some of his wishes.

The Wells and NCR territory would have gotten nuked but I would have blamed it on the Marked Men (Literally no way to prove other wise) but also try to persuade the NCR to leave only a token force while I give them like 50% discount on all the services Robert House was originally giving maybe bribe a couple NCR Cattle Barons and Senators to my favor.

I would immediately begin the formation of a militia and persuade the Boomers and Khans to unify as an army for New Vegas, I'll see if I can add Jacobs Town to be apart of my army, I'll negotiate sanctuary for the Mojave Chapter in exchange for R&D consultations and a tithe of technology that I'll reserve for my own secret police (Consisting of the best mercenaries Vegas has to offer but like in power armor).

Then I'll add the remaining independent settlements apart of the New Vegas army, I'll probably then hire some retired NCR Rangers (There's like two) to help train them into a well oiled fighting machine as the Securitrons serve as the "Main" army

Now while there is no tech sharing I will still have access to one Sierra Madre casino machine (Which you get at the end of the DLC) which I will gift to the Followers of the Apocalypse to see if they can maybe R&D it, if not well it's still something that would gain me a lot of favor for them and help boost their local supply generation.

Now altogether I would still have a relatively small army so I'd probably use whatever wealth I have from the Lucky 38 to hire some Gun Runners to come over and help replicate/build more Howitzers for the Boomers and start amassing and mass producing artillery pieces and ammo. New Vegas will then probably offer citizenship for those who join and perform a tour in the New Vegas independent army, the Gun Runners and local Caravans will be paid handsomely to provide Combat Armor and other such weapons to equip the organic grunts.

Long term would probably seek to have Arcade and Veronica help me unlock the rest of the secrets of the Lucky 38, appoint Boone as General of the New Vegas army and tasked with keeping Vegas safe from Raiders and Caesar's return. Lily and Rex will be my personal body guards, Raul would be Chief engineer of New Vegas and tasked with unlocking the secrets of the underground bunker and see if we can keep creating securitrons.

Uh Cassidy Rose can be like 2nd in command and handle all the other common sense things the Courier would be too busy for. That's kinda it honestly since we can't really do anything else DLC wise, maybe save some caps by looting the Lone Divide armories?

Yeah I'm not sure how to include some of the DLC stuff without it getting too post-scarcity and power gamey. Like I can understand bringing in the personal stuff, like the Sierra Madre Casino Machine but if it gets too generous, it's almost an auto win for the post apocalypse. :p

I imagine you can open up access to the The Divide and Zion Valley however. Big MT I feel would be limited to what the Courier can bring back and forth I feel and mostly stuff he has access to in The Sink/Think Tank just as a limiting factor. So he can salvage or repair things to aid him in the Mojave. I could maybe see it as a source of artillery, and maybe some insight for the future construction of Securitrons or potentially for building things like Robo-Scorpions. Plus you'd get access to the Cyberdogs I reckon.

Zion would just allow more stable trade routes to the North, both to the Mormons but also potentially tribal communities in Utah and Colorado and beyond, some of which were potentially conquered by the Legion recently and could have weakened allegiances in the Wake of their huge loss. Plus if the Khans (and some Followers of Apocalyse) head to Wyoming, Vegas influence could spread even further.

Creation of a Standing Army was something I was thinking. I would prefer the Khans kinda leaving though but making the militias protecting settlements would be important. Like I'd want to upgrade the training and equipment and professionalism of existing formations like the Westside Militia. And create similar militias in other communities for self defense while, like you say, have the Securitrons be the Main Conventional Army.

I'd probably prefer working with the Gunrunners as opposed to the Crimson Caravan and Van Graffs since the latter two stan pretty hard for the NCR (so do the Gun Runners) but the latter at least seems more apolitical and I could play them off on each other. Creating a living military unit similar to the NCR Ranger would be a priority and having folks like Boone, Manny Vargas, Cannibal Johnson and Marcus and the like training and commanding them would be a neat idea I'd want to pursue. Having a force of Mojave Rangers to protect the trade routes, investigate raiders and violent tribals and handling all sorts of things local militia can't handle and that Securitrons aren't ideal for obliterating would be their priority. I could probably headquarters them at Camp Golf and Nipton!
