I think there will be a problem when it comes to resources and tech expertise

Also, internet needs computers and data storage, latter of which needs much coolant and energy production to operate and the computers would be YUGE and consume lots of power, space, money and materials

What kind of internet technology? Are they going to start out with early internet where it was mostly people posting fanfic on their hand-coded HTML pages and money was nowhere to be seen; or modern infrastructure with fully realized stores, video streaming, massive tracking systems, and bots handling a significant fraction of the workload?

Even complete pre-historic web 1.0 stuff is massive for them. Just the idea of you being able to write something, and then anyone in the USA being able to look at it at almost real time by just typing a link would like super telegraph for them.

Oh yeah, for sure. Email's going to kill the post office for one thing. But there's an enormous difference in the implications between basic email, static text pages, and five minutes to download a JPG the size of a postage stamp vs. Amazon, YouTube, and Facebook.

I think we should assume it is as basic as it can get, simply for ease of infrastructure. They would need to rely on local materials and the 1920s isn't up to making fiber optics for high speed connections.

The post would suffer a bit but as soon as internet shopping starts they would pick back up I think. Newspapers would hate it but the smarter ones would likely be able to work a login system so people can read the news as theh come. Stock market will feel the biggest impact. Won't take long for someone to figure out how to play the stocks on 6 different trading floors at once for massive profit.
