With the RP and Questing board it doesnt make much sense to have a seperate IC PnP thread located in the gaming section. I would suggest erasing the IC board, and adding the OOC board to the RP and Questing board.

RP & Questing is more for freeform and very large stuff. The PnP threads are more for people who want to run D&D games or the like. Mostly just an organizational thing.
Alright. I still think it makes more sense to include those in the questing forum seeing as the gaming one seems more for just general talk of games. I also dont think there is a ton of value to seperating out DnD games and freeform RPs. There isnt enough difference between the two to justify two different RPing forums especially with only so many members here.
Going to make a suggestion here, if it is permissible (I hope). But why not move the pnp over to the same section as the forum for RPs and questing? It would make more sense, and you could have all related content under one roof, especially if you wanted to also have a section for more indepth RPs like Story debates.

Because it is generally for real, published, games. D&D, Pathfinder, SR, White Wolf stuff, Exalted, etc.
RP & Questing seems to generally be largely free form with player voting and (often) with what is basically one character who is being quasi "Forum plays".
I am pretty sure what I am proposing is slightly different, it seems you want it merged (correct me if I am wrong), while I want it moved for easy of access while retaining the separate subforum.
I agree with that, I just think that the one should be a subforum for the other for organizational purposes and that more subforums could be added as needed, such as to separate out the ooc from the IC, and as I said a SD style subforum as it grows. Just thinking about what makes sense moving ahead, and suggesting it, due to wanting to help make the board succeed.
It generally makes more sense to have the basic structure and layout set even in the beginning and then let people grow into it. Otherwise you end up having to move threads around and change established habits and usage patterns once the use level reaches the point where you really do need a seperate area.
Personally, I don't really see what the issue with the odd (currently) largely dead subforum is.

Which is why I was thinking of having it done this way, so that any sort of growth and the like can be done organically as time goes on. It is just what makes sense to me over the long term.

Found the addon that lets you proxy them. Now you can find both the IC and OoC subforums under Gaming as well as Questing & Roleplay.
