Corruption, successful corruption, is something that requires a not small amount of brain power and wits to pull off, along with at least some ability to plan. And the Dems tend to plan 2 generations out, at least, while the GOP rarely plans more than 2 years out.
Just look at the fact Russia is still functional despite how corrupt their entire governmental system is, and it proves corruption doesn't equal stupidity, nor does it equal non-functionality in government.
The Dems also understand that reality can be manipulated, and a new 'reality' created for the average person, if you can control the media, social definitions, overton window, and censorship agencies/groups.
The Dems aren't stupid, aren't morons, and are not blind to the second/third order effects of their policies; your mistake, and the mistake of so many on the Right, is thinking that the Dems do not want the destruction and bad things that come out of their policies. Whether it's part of the 'managed decline' theory many Dems work under, or intentional destruction for 'Build Back Better' reasons, the end result is often the same.
In many regards the Dems looked at how the KGB and security services control Russia, and decided they want that for the US, just with a few more frills and fig leaves.

According to this, it makes a lot of sense - police, FSB and all the other silovki have been ordered to put the bulk of their attention to the war and public discontent about it.
Lots of guarding important military, political and industrial targets, lots of people in plainclothes trying to spot any sign of protest...
But life is a matter of priorities, so guess what suffered...
A concert hall is not something they would expect Ukrainians to attack for obvious reasons, and no need for heavy security to deal with a few protesters, as opposed to a team of jihadis armed for bear. The delay may well be because they thought it's some fake call, a ruse to open up to attack something they care about by making them reallocate armed assets.
Russia has proven it can function despite endemic corruption.
It's not a democracy, it's not an 'honest' system, but the fact is Russia's central gov and local govs still have power, international partners, and resources to back it up their corruption.
I'm not sure why you would classify Russia as 'non-functional' due to corruption, outside of wishful thinking.

Just because something is corrupt, built on lies, and creates a disconnect between rulers and ruled, doesn't mean it doesn't work at keeping society functional at a base level.
At a certain point, when you reach the level of corruption that is found in Russia, it becomes part of the society that is effectively impossible to get rid of or curb much.
However, Russian society still functions despite said corruption; if it didn't function, Russia wouldn't be invading Ukraine right now.
