There are basically two possibilities based on the information in the documents:
1) The finders cult was created by the CIA as a disinformation front, and then got involved with child trafficking.
2) A cult of hippies involved in child trafficking blackmailed the CIA and FBI into covering up their crimes and quashing investigations.

Or 3, the cult cut a deal where they would help incriminate important forigors in honey pot operations so the CIA could black mail them for information in exchange to the CIA looking the other way.

Which the CIA is more then shady enough to do.
