Instead of returning to the Realms, the Shadovar instead find themselves in the southern region of the Mojave. Spies and divination confirm that they are not in the realms. The Most High is directed by Shar to make the Mojave the center of a new empire. Rivan is put in charge of the operation and given all the resources he needs. The following rules apply:

  • Shade Enclave's resources are limited. The city only has the means of supporting just over half of its population comfortably. Rationing will allow them to stretch the city's resources for about 12 months before a quarter of the population starves.
  • Shadovar can use spells/abilities to travel the planes, but their new "default" is the Fallout material plane. Unfortunately, the city itself can no longer plane shift.
  • Mystra's Ban is still in effect.
  • Fluff first, but game mechanics may apply when needed.

Do they have any Wraiths with them, or the capability to create any?

Capability to create, but not on any large scale. The Shadovar also really don't employ many undead creatures from what I've read. The NCR would also in theory be able to reproduce the effects of sunlight. Hell, if they realize what Helios can do, they could literally wipe them out from orbit.

Also, laser weapons affect undead normally, going by 5e rules. And it makes sense when you consider that undead in D&D are weakened or outright harmed by the sun.
