On one hand, its not sucking up the planet's lifeforce to make electricity. On the other hand, its still the tyrannical megacorp it is in canon. Thoughts on how things might go in this setup?

Haven't played FFVII, but from what I understand, Mako needs specific areas to build their power plants
Whereas Nuclear Fusion may need Uranium and places that are safe or don't have major earthquakes
Probably less crazy stuff involving human experiments and magical alien monsters from beyond
May or may not even have to go do major wars

Avalanche never forms. MAKO and what Shinra was doing to it was the entire reason why. Everyone in setting knew Shinra were dicks but no one aside from Wutai and the people united with them were ever able to do anything about it. And Wutai lost. So people bitch about Shinra, but unless they pull something that threatens the planet, no one really does anything about it. Thereby meaning that no one is prepared for when Sephiroth unleashes Jenova. Unless Avalanche finds another way to meet. Shinra's dickery was the catalyst by which everything was sprung into motion.

Isn't the main reason the Shinra Power Company becomes the de facto government because of Mako Energy extraction? Maybe Nuclear power is lucrative but would it be that lucrative and powerful compared to other forms of energy like coal that we knew they had? Plus they wouldn't have any of those mako fueled experiments and the like.
I suppose Shinra could rise to power threatening nuclear terrorism or the like but still... not as precise as just... controlling the super awesome energy/power that is Mako energy.
If that is the case it would quite clearly derail much of the main story regarding Jenova and making crazy experiments pertaining to it, at least by Shinra scientists and the like. It could be taken under someone elses initiative but it would be a wholly different storyline and set of circumstances in that regard.
